The Bihar Legislative Council discussed issues like the development of Samaria Dham, the condition of major barrages in the state and the use of private vehicles in government offices. MLC Sarvesh Kumar raised the issue of the development of Samaria Dham at Begusarai, saying that while guest accommodation, watch tower and toilets have been provided, the water level of the Ganges stays away from the ghats for six months. Devotees have to walk quite a distance especially in summer. He demanded that a one- to two-km-long "Janki Puri" be constructed in Sumaria, modeled after Haridwar's "Har Ki Puri" to ensure year-round availability of Ganga water. Water Resources Minister Vijay Chaudhary said that Har Ki Puri is not the main river of Ganga, but a tributary, while Samaria Ghat is located directly on the main river of Ganga. The flow of the Ganga fluctuates here, enforcing a pattern similar to that of Haridwar. However, he said that if provided in writing, he would demonstrate it. Meanwhile, MLC Maheshwar Singh questioned the condition of Kosi barrages, Valmiki Nagar barrages and Sone river barrages. Minister Vijay Chaudhary said that an organization from Pune is conducting an audit of the structure of these old barrages. Despite the record water flow last year, the barrages worked, yet the government is thoroughly inspecting all components. Meanwhile, RJD MLC Saurabh Kumar questioned the use of private vehicles in government offices, to which minister Shravan Kumar assured an inquiry.
