Over 2,600 applications received in Bhagalpur, legal action to be taken on all

Patna: (ABN) The Land Reforms Public Welfare Dialogue initiated by the Revenue and Land Reforms Department is no longer just a program, but is becoming a powerful platform for resolving issues related to public land. After inaugurating the event by lighting a lamp at Bhagalpur Town Hall, Deputy Chief Minister and Minister of Revenue and Land Reforms Vijay Kumar Sinha said that the purpose of this dialogue is not just to deliver speeches, but to listen to, understand, and ensure the prioritized, legal solution to the problems of common citizens.

He said that land reforms and land disputes are extremely complex subjects that require a deep understanding of land facts along with legal provisions. With this in mind, the department has decided to hold division-wise and district-wise public dialogues within the first 100 days of its tenure, so that transparent, public-friendly, and sustainable policies can be formulated based on real-world impressions.

The Hon'ble Deputy Chief Minister said that all services of the department are now fully online. To ensure easy access to these services for the public, the Jan Kalyan Dialogue was initiated from Patna on December 12. In light of the difficulties faced by the public in submitting online applications, CSC centers have been opened at every zonal office, where computer-trained VLEs will provide consultation along with applications at a nominal fee.

Referring to the large number of people at the event, he said that where there are more diseases, there is also a bigger crowd. Protest is not a solution to problems. Only peaceful dialogue can provide a solution to the problem.

He also clarified that now, strict action will be taken against those who create obstacles in work on the basis of fake documents. All zonal officers and revenue personnel have been given the authority to register criminal cases against such elements. Using this authority in the right direction, mafia elements who create obstacles in legitimate work will be sent to jail.

The Deputy Chief Minister said that to ensure that the objectives of this dialogue reach the grassroots level, a Land Reforms Public Welfare Workshop was organized for all 38 districts of the state at Gyan Bhavan in Patna, where Additional District Magistrates (Revenue), Deputy District Magistrates (Land Reforms), and zonal officers were directed to prioritize the solution to public problems.

He said that the people of Bihar are at the center of the department's work. Transparency, accountability, and honesty are the top priorities. The involvement of any broker, middleman, or land mafia will not be tolerated. The deserving will not be harmed in any way, while strict action against violators is certain.

Recalling his previous actions, the Deputy Chief Minister said that from January 1, 2026, certified copies of revenue records will be available online only, which are fully legally recognized. A system has been established for issuing caste certificates in municipal areas. Operation Land Introduction Dehani has been launched to ensure 100% possession for SC/ST landowners. Under Parmarjan Plus, a clear deadline of 15, 35, and 75 working days has been set for cases. The Family Partition Portal has made the process of partition and mutation easier. Special camps have been directed to be held for disposal of old mutation, Parmarjan Plus, and measurement cases.

A public court will be held at the zonal office instead of the police station every week. This arrangement has been made in view of the trouble people face in coming to the police station. He said that revenue employees will now work from their respective panchayats. Uploading the measurement report online after measurement has been made mandatory.

Directions have been issued to set up a land bank in all districts along with immediate stoppage of wrong registration of government land. Strict orders have been issued to register an FIR against those who disrupt the system using fake documents at every zonal office.

Notice boards and complaint boxes have been made mandatory at all zonal offices. The zonal officer has been directed to seriously resolve the complaints received in the complaint box.

He also announced that the three zonal officers who show the best performance will be honored at the departmental level, while strict action will be taken against negligence, corruption, or unethical behavior.

Earlier, in his presidential address, the Principal Secretary of the department, C.K. Anil, welcomed the gathering with New Year greetings and said that this is a new initiative under the leadership of the Deputy Chief Minister. It is an honest effort to solve the problem. Public cooperation is required for this work.

The Deputy Chief Minister has given extensive powers to the circle officer this year. Use this authority to eradicate the land mafia. He said that our goal is to solve most of the problems by March.

Earlier, District Magistrate Mr. Nawal Kishore Choudhary welcomed all the guests with a plant and a shawl. Secretary Mr. Gopal Meena moderated the dialogue program. Special Secretary Mr. Arun Kumar Singh, Additional Secretary Mr. Ajeev Vatsaraj, Bhagalpur Senior Superintendent of Police Mr. Harendra Kant, Naga Chha's Police Superintendent Ms. Priyanka Kumar, Deputy Director Ms. Mona Jha, Assistant Director Sudhanshu Shekhar, along with Kumar Anand, Assistant Director Public Relations Officer, Mr. Julee Kumar, and other officers attended. Revenue Headquarters officers were also present.
