Patna: (ABN) Addressing the Land Reforms Public Welfare Dialogue held at the Auditorium cum Art Gallery in Laheriasarai, Darbhanga, Deputy Chief Minister and Minister of Revenue and Land Reforms, Vijay Kumar Sinha, provided detailed information about the departmental reforms, stating that this dialogue is not a platform to listen and understand, but a platform to resolve. He said that a decision has been made to hold divisional and district-wise public dialogues within the first 100 days of taking office, which is yielding real impressions. The disease is old, but good medicine has now started to treat it, and it will take time to recover. All levels of revenue headquarters staff are also engaged in investigating and managing the disease. The disease will certainly be cured, with a target set for improvement by March.

This campaign, which started in Patna on December 12, has been implemented in Lakhisarai, Muzaffarpur, Purnia, Saharsa, Bhagalpur, and Gaya, and is now being implemented in Darbhanga as well. The Deputy Chief Minister said that CSC centers have been set up in every zonal office, where trained operators are providing online services at fixed rates. A strict deadline has been set for corrections, mutations, and measurements. Errors such as name and father's name can be corrected within 15 working days, technical glitches such as account, kheshra, and land revenue can be resolved within 35 working days, and complex cases can be resolved within 75 working days.

Measurements of non-disputed land will be done within 7 days, disputed land within 11 days, and the report will be uploaded within 14 days. Registration of mutation without objection has been fixed within 14 days (previously 35 days). Police intervention in land disputes has been banned. He clearly stated that land disputes are a matter of revenue and judicial process, and the police will no longer intervene in any case to take possession or interfere with construction. Strict action will be taken against those who violate the order.

He said that Operation Land Introduction Dehani has been launched for SC-ST certificate holders. A campaign is being run to ensure that certificate holders have actual possession of their land. The family partition portal, online copy, and genealogy have been started simultaneously for all shareholder groups through the family partition portal. From January 1, certified copies are available only online. The responsibility of issuing genealogy in urban areas has been entrusted to the circle officer. Dozens of cases have been registered by making it mandatory to file an FIR against those who submit fake documents.

The call center and public hearing have been linked to the public complaint portal at call center number 1800 3456 215, and numerous complaints are being received. The department will soon release another number to address complaints of inaccessible calls. Public hearings are also being arranged in all revenue offices on Mondays and Fridays. On Saturdays, the Janata Darbar will now be held at the zonal office instead of the police station, where the station in-charge will also be present.

A panel of 29 experts has been formed for Kaithi script translation. Translation services are available at a rate of Rs 220 per page. Zero tolerance for corruption, under the leadership of Prime Minister Narendra Modi and Chief Minister Nitish Kumar, the double-engine government is committed to ensuring good governance and is aggressively attacking corruption. Referring to the cases of immediate punitive action against revenue personnel in Masaurhi and Araria, Patna, he said that immediate dismissal action is being taken against those found guilty of corruption. Revenue courts are now fully online, and there is no need to hire a lawyer; a common citizen can represent themselves there.
