The more meaningful the discussion, the more the dignity of the house will increase: Om Birla

Awaz E Bihar•7 February 2026 at 03:54 pm•0 views•3 min read

Patna, February 7: On the occasion of the foundation day of the Bihar Legislative Assembly, Lok Sabha Speaker Om Birla emphasized the need for public representatives to appreciate parliamentary values and have meaningful, informed discussions to strengthen democracy. Addressing a function at the Assembly's Central Hall on Saturday, Birla said the dignity of the House and the strength of democracy depend on the preparedness and responsibility with which representatives participate in discussions.

The Lok Sabha Speaker said, "The more meaningful the discussion, the more the dignity of the House will increase. Whenever we discuss any issue inside the House, we should be aware of the facts and background of the matter." Expressing concern over the recent decline in parliamentary dignity in various Houses, he appealed to avoid trends like slogan-shouting, obstruction, and demonstrations in the Well.

He said democracy is strengthened by dialogue, argument, and discussion, not by confrontation. In his address on the theme "Strong Legislature, Strong Democracy," Birla said only those public representatives who deeply understand the Constitution, parliamentary traditions, and democratic values can make the House effective.

He said Bihar has been a significant birthplace of democratic ideas and traditions, which have provided an ideological foundation to the country's parliamentary system. Birla emphasized that MLAs should prioritize issues related to rural and remote areas, farmers, women, and youth in the House, so that the voice of the people can reach policy-making and problems can be solved quickly.

He said public representatives empowered by public trust strengthen democracy and make the lawmaking process purposeful. Birla also said the real strength of an MLA lies in their moral values, sense of responsibility, and understanding of the constitutional process. Capable and informed MLAs play a crucial role in making governance more transparent, accountable, and people-centric.

He also stressed the need for capacity-building of MLAs, noting that the Institute has emerged as a powerful platform in this direction. Training is essential for both new and experienced lawmakers in these changing times. He regarded the draft of legislation, complete understanding of rules, and research-based knowledge as the foundation of standard legislation.

The Lok Sabha Speaker said the House is a temple of democracy, and it is the primary responsibility of every public representative to maintain its dignity. He termed the launch of the 'Niva' digital house in the Bihar Legislative Assembly a significant achievement.

He said digital records and data availability will make the proceedings more transparent, fact-based, and effective. This will help lawmakers provide powerful and authoritative presentations during discussions. During the function, Birla also inaugurated the Niva Digital House in the Bihar Legislative Assembly. The event was attended by MLAs, officials, and other dignitaries.
