Patna, 02 February (ABN) According to the Economic Survey 2025-26 presented in the Bihar Assembly, the state's economic growth rate in 2024-25 is expected to be higher than India's overall Gross Domestic Product (GDP) growth rate.
During this period, India's GDP growth rate was 6.5 percent at constant prices and 9.8 percent at current prices, while in Bihar, the growth rate is expected to be 8.6 percent and 13.1 percent, respectively.
Bihar Finance Minister Vijendra Prasad Yadav presented the Economic Survey for 2025-26 in the Assembly today, which states that the state is moving forward with a high growth rate. This progress has been possible due to continued focus on broader economic stability, sectoral diversification, increasing investment, human resource development, creation of employment opportunities, and strengthening of infrastructure.
The report states that in 2024-25, Bihar's economic growth rate is expected to be higher than India's GDP growth rate, which was 6.5 percent at constant prices and 9.8 percent at current prices.
According to the estimates for 2024-25, Bihar's Gross State Domestic Product (GSDP) increased by 8.6 percent at constant (2011-12) prices and 13.1 percent at current prices. At the same time, GSDP reached Rs 5,31,372 crore and Rs 9,91,997 crore, respectively.
According to the report, Bihar's per capita GSDP at current prices increased from Rs 46,412 in 2020-21 to Rs 76,490 in 2024-25, reflecting a continuous increase. Similarly, per capita GSDP at constant (2011-12) prices increased from Rs 30,159 in 2020-21 to Rs 40,973 in 2024-25.
The Economic Survey report also states that Bihar's financial situation reflects discipline-based financial management. The state government's total expenditure increased from Rs 1.66 lakh crore in 2020-21 to Rs 2.82 lakh crore in 2024-25. The state government has prioritized developmental expenditures in sectors such as education, health, energy, transport, irrigation, and agriculture, and maintained financial discipline through limited borrowing and effective debt management.
According to the report, the proportion of capital expenditures in the state government's total expenditures increased from 15.8 percent in 2020-21 to 22.3 percent in 2024-25, while the share of revenue expenditures decreased from 84.2 percent to 77.7 percent. This structural change reflects the government's commitment to long-term investment, infrastructure development, and asset creation.
The report states that the state government's revenue receipts increased from Rs 1.28 lakh crore in 2020-21 to Rs 2.18 lakh crore in 2024-25, with a significant share of tax revenues. The proportion of tax revenues in total revenues increased from 70 percent to 84 percent, while non-tax revenues decreased from 5 percent to 2 percent, and grants decreased from 25 percent to 14 percent.
The review of the report reveals that the share of planned expenditures in the state government's total expenditures increased from 38.3 percent in 2020-21 to 39.9 percent in 2024-25, while the proportion of establishment and necessary expenditures decreased from 61.7 percent to 60.1 percent. This trend reflects a gradual shift towards welfare schemes and policy-based developmental priorities.
Expenditures on developmental activities increased from Rs 1,12,122 crore in 2020-21 to Rs 1,89,892 crore in 2024-25, indicating an increasing focus on progressive and welfare measures. During this period, these expenditures accounted for approximately two-thirds of the total budget.
According to the estimates for 2024-25, Bihar's secondary sector's Gross State Value Added (GSVA) increased by 11.1 percent at constant (2011-12) prices and 15.5 percent at current prices. The service sector recorded an increase of 8.9 percent at constant prices and 13.5 percent at current prices, while the primary sector saw a growth of 4.1 percent at constant prices and 9.6 percent at current prices.
Between 2020-21 and 2024-25, the share of the secondary sector in Bihar's GSVa increased from 21.1 percent to 26.8 percent at constant (2011-12) prices, mainly due to the expansion of the construction and manufacturing sectors. In contrast, the share of the primary sector decreased from 21.9 percent to 18.3 percent, and the share of the service sector decreased from 57.0 percent to 54.8 percent. These changes reflect the increasing diversification of the state's economy.
This Economic Survey report was presented in the Bihar Legislative Council by Rural Development Minister Ashok Choudhary.
