Patna: (ABN) The Department of Revenue and Land Reforms has taken a strict stance on the slow pace of the ongoing special land survey in the state. In the departmental review meeting, Minister Dr. Dilip Kumar Jaiswal made it clear that it is not enough to meet the set target in the survey, but to ensure the accuracy of land records and timely completion of the work to protect the rights of the villagers. He directed to present a special action plan for the next 15 days with a separate review of less developed districts and inches. The minister said that land survey is not just a process of land measurement, but it is an important process to prepare correct soil, correct area, correct area and correct land records. Therefore, unnecessary delay will not be tolerated at any level. The survey should be one that the landowners of the state can trust.
Dr. Jaiswal directed that the districts and enchals which are not working according to the target should be marked and evaluated separately. The reasons for the slow pace should be sought from the concerned officers and a special plan should be prepared with a clear time frame for improvement. He warned that the officers and employees who continuously show poor performance without any valid reason will not be able to escape responsibility. In such cases, accountability will be fixed and necessary action will be taken, while better performers will be encouraged.
In order to continuously monitor the ground progress of special land survey, now every Monday, the nodal officers will provide the department with the progress report of all the districts. It has been directed to keep fresh and clear information about the stage of the survey reached in each position with the department. Time will be set for the pending work at each stage of the survey including self-declaration, Khanapuri, map, draft publication, claim and objection and final publication. This will help to find out at what level the work is stalled in which district or inchal and who is responsible for the delay.
The Minister made it clear that in haste to achieve the target no compromise should be made with the integrity of land records. It will be necessary to carefully examine the name, khusra, area, limits of Arbaa and the available documents. Even a minor survey error can lead to major land disputes in the future, so it is important to pay equal attention to quality and transparency along with speed. Dr. Jaiswal said that accurate land survey can be the basis of prosperity in the state. Land disputes also cause crime and tension, so preparation of accurate records is critical.
Secretary of the department Jai Singh reviewed the progress with the arrangement officers of all the districts on the basis of the data and insisted on completing the work within the stipulated period. He directed to deal with the old cases on priority basis by preparing an officer-wise list of pending claims and objections. Immediate rectification of technical issues and weekly monitoring through dashboard was also directed. The dashboard will list district and inch wise targets, achievements, pending issues and reasons for delay. The details of the negligent employees will also be included so that the response can be decided along with the progress. The secretary also directed to ensure the presence of officers and employees in the field and solve the problems of the people by setting up camps in the areas. In the meeting, Additional Secretary Dr. Mahendra Pal, Deputy Director Mona Jha, Assistant Director Subodh Kumar, OSD Anupam Prakash, Assistant Director and Public Relations Officer Johi Kumari, Ashutosh Kumar, Asst. Settlement Officer Anuja Sinha, Pallavi and other officers of the department were present.
