Strict stance on unnecessary delays in online check-in/check-out, stern action to be taken for violation of rules: Vijay Kumar Sinha

Awaz E Bihar•17 January 2026 at 07:24 pm•0 views•3 min read

Patna, January 17 (ABN) Deputy Chief Minister and Revenue and Land Reforms Minister Vijay Kumar Sinha said on Saturday that if any circle officer or employee deliberately delays the entry and exit cases without reason, it will be considered a dereliction of duty and tampering with citizens' rights, and strict action will be taken against them.

Mr. Sinha said in a statement today that it is mandatory to issue orders immediately in cases without objections, and any delay will not be tolerated. He said that due to the delay in entry and exit, the land records of the subjects are not updated, resulting in them being deprived of government schemes, bank loans, and other legal facilities. This is not just negligence, but a serious crime against the system. The policy of procrastination must be abandoned by all.

Despite continuous instructions for the settlement of online land entry and exit cases in Bihar, the Revenue and Land Reforms Department has taken a tough stance due to irregularities and unnecessary delays. In this regard, Secretary Jai Singh has issued clear instructions to all district collectors that entry and exit cases must be settled within the prescribed period as per the Bihar Land Entry and Exit Act, 2011, and the amended rules, 2020.

In a letter issued by Secretary Mrs. Singh, it is stated that entry and exit are a crucial process for subjects and landowners, yet rules are not being followed in many circles. The fact has come to light through the Land Reforms Public Welfare Dialogue and other means that even cases without objections are being deliberately delayed, which raises questions about the functioning of circle offices.

The letter specifically mentions that after the general and special notice is issued, if no valid objection is received within 14 days, the circle officer should issue the entry and exit order without delay. On the contrary, in many cases, a baseless "self-created objection" is registered at the circle level, and the case is unnecessarily put on trial, which is against the rules.

The department has also clarified that self-created objections can only be registered in cases related to government accounts or Khasra of land. Registering self-created objections in other cases without solid reason will fall under the category of corruption. Along with this, if any anti-social element registers an objection without any basis or legal interest, action will be taken against them as per the law.

Holding accountability, the department has warned that in the future, if a large number of entry and exit cases are found to be delayed without reason in any circle, strict disciplinary action will be recommended against the concerned circle officer. All district collectors have been directed to ensure strict compliance with these orders at their level from the circle officers.

It is hoped that the Revenue and Land Reforms Department's move will ensure transparency, punctuality, and accountability in the online entry and exit process, providing the state's common citizens with quick and fair entry and exit facilities.
