Prime Minister Mr. Narendra Modi completed 25 years of public service and administrative leadership as head of the government on 7 October 2026. Under the Prime Minister Housing Scheme, approximately 5.5 million houses have been built in rural areas of Bihar and approximately 198,000 houses in urban areas; under the Prime Minister Poor Kalyan An Project, more than 8.57 crore needy people in Bihar are receiving free ration. Under the Chief Minister Women Employment Scheme, an initial assistance amount of ₹10 000 has been transferred to the accounts of 1.81 crore women. In Bihar, several major projects in the fields of medicine, education, roads, rail, air connectivity, energy, industry, tourism and technological development have been worked on with the cooperation of the central government. The Prime Minister arranged a 10 % reservation for economically disadvantaged persons in the general category. The cabinet expressed its determination to make Bihar a major hub of investment, employment, industrialization, innovation and good governance through mutual coordination between the central and state governments.

Chief Minister Mr. Samrat Chaudhary addressed a press conference held today in the Ministry’s conference hall, marking the 25th anniversary of Prime Minister Mr. Narendra Modi’s public life. He briefed on the resolutions approved by the Bihar Cabinet and on the central government’s cooperation over the past 12 years in Bihar’s development.

Three resolutions were unanimously adopted by the Bihar Cabinet. The first resolution extended heartfelt congratulations and best wishes from the Bihar Cabinet and the entire people of Bihar to Prime Minister Narendra Modi for completing 25 years of public service as the head of the government. The second resolution expressed sincere gratitude and appreciation to Prime Minister Narendra Modi and the central government for their extraordinary cooperation in various sectors that has contributed to Bihar’s all‑round development over the past 12 years. The third resolution affirmed a commitment to make Bihar a key partner in building “Vikas Bharat 2047” and to transform the state into a hub of investment, employment, industry, innovation, and good governance through every possible effort in close coordination between the central and state governments.

During the press conference, the Chief Minister presented details and said that the Bihar Cabinet has expressed heartfelt congratulations and best wishes to Prime Minister Narendra Modi on completing 25 years of public service and administrative leadership as the head of the government. On 7 October 2001, upon taking oath as the Chief Minister of Gujarat, Prime Minister Narendra Modi began a new chapter in governance and public service. Later, on 26 May 2014, he assumed office as the Prime Minister of India. His public life exemplifies public partnership, democratic trust, and continuous public service. Serving as the head of government for 25 consecutive years in a democratic system is an extraordinary achievement. 7 October reminds us that in a democracy the trust of the people is the greatest power, and the journey of public service continues with ongoing dialogue, accountability, and commitment to the national interest. The 25‑year journey is not merely a tenure but a continuous journey of service spirit and selfless action. While the office changed, responsibilities increased, and circumstances evolved, the principles of “nation first” and “citizen first” remained in practice.

Under Prime Minister Narendra Modi’s leadership, significant steps have been taken in the welfare of the poor, development of deprived sections, empowerment of farmers, empowerment of women, creation of opportunities for youth, national security, and infrastructure development. Initiatives such as the Jan Dhan Yojana, Prime Minister’s Housing Scheme, Ajula Scheme, Swachh Bharat Mission, Jal Jeevan Mission, and Swabhimaan Yojana have played a pivotal role in bringing positive change to the lives of ordinary citizens.

The Cabinet expressed sincere gratitude and appreciation for the central government’s cooperation in Bihar’s all‑round development over the past 12 years. Various central schemes and projects have accelerated progress in housing, health, education, agriculture, women empowerment, roads, rail, air connectivity, energy, industry, and tourism in the state. Under the Prime Minister’s Housing Scheme, approximately 5.5 million houses have been built in rural areas and about 198,000 houses in urban areas of Bihar. Through the Prime Minister’s Poor Kalyan Yojana, more than 857 million needy individuals in the state receive free ration. These measures have helped provide social security to poor and deprived families and improve their standard of living. The Prime Minister has also arranged a 10% reservation for economically disadvantaged individuals in the general category. Significant progress has been made in the health sector. The foundation of Dr. Bhargava Medical School has been laid. With a cost of approximately ₹1,264 crore, this institution will have a 750‑bed super‑specialty hospital and 125 MBBS seats. In Bihar, the number of medical colleges was 13 in 2013‑14, rising to 32 by 2026‑27, while the number of MBBS seats increased to 4,835. Under the Ayushman Bharat scheme, more than 40 million Ayushman cards have been issued in the state. Women empowerment and economic self‑reliance have seen increased participation through various central and state schemes. Under the Chief Minister’s Women Employment Scheme, an initial assistance of ₹10,000 has been transferred to the accounts of 1.81 crore women. Through self‑help groups, women have gained opportunities for savings, bank loans, self‑employment, and small businesses.

In Bihar, over 5 million women have become “Likh Pati Didi.” Under Prime Minister’s Kisan Samman Nidhi scheme, farmers in Bihar receive an annual financial assistance of ₹6,000. Measures have been taken to promote agricultural diversification, irrigation, livestock rearing, dairy and fish farming, as well as to boost specific agricultural produce such as Makhan, Shahī Litchi, Zardalu Aam, Katranī rice, and Maghi Pan. Bihar has accelerated the development of roads, national highways, railways, air connectivity, and urban infrastructure. The total length of national highways in the state was about 4,615 km in 2014, which has increased to approximately 6,500 km. Efforts are underway to strengthen movement and connectivity in the state through projects such as the Patna‑Purnia Green Field Expressway, Patna‑Sasaram Corridor, and other major road projects. The Bihar Railway Budget for the financial year 2026‑27 is about ₹10,379 crore. Under the Amrit Bharat Station Scheme, 98 railway stations in the state have been selected. Regular air services have commenced from Darbhanga and Purnia. In addition, various projects related to the construction, development, and modernization of airports in the state are underway. In the industrial development sector, under the Amritsar‑Kolkata Industrial Corridor, steps have been taken to develop integrated manufacturing clusters, new industrial parks, and modern industrial infrastructure. These efforts are expected to increase investment and employment opportunities in manufacturing, MSMEs, food processing, textiles, handicrafts, and other sectors. The cabinet has expressed its commitment that, inspired by Prime Minister Narendra Modi’s “Sab Ka Prapt” vision, the Bihar government will work hand in hand with the central government to give new momentum to the state’s development. The goal is not only to make Bihar a developed state but also to make it an important partner in the story of India’s development. To achieve this goal, all necessary measures will be taken to make the state a major hub for investment, employment, industrialization, innovation, and good governance. The Bihar cabinet, while wishing Prime Minister Narendra Modi good health and a long life, affirmed that under his effective leadership, India will continue to progress as a prosperous, safe, self‑sufficient, and developed country, and Bihar will remain a strong partner on this journey.
